Project Manager

SKC is seeking a Project Manager to be responsible for all aspects of the project. Individual is responsible for the coordination and completion of all tasks and deliverables. Sets deadlines, assigns responsibilities, monitors and summarizes progress of task areas. The Project Manager is responsible for ensuring compliance with requisite manpower, safety, fiscal and accountability guidance; monitoring employees to ensure compliance with Department of Labor. Ensure all GFE/CFE proprietary is protected and accounted for.  The Project Manager has primary management responsibility for oversight of quality control, property accountability and physical security. Ensure tasks performed by employee are IAW the PWS, identify to the VP Operations and TLC Contracting any tasks requested to be performed that are not in compliance with the PWS.  Monitor employees to ensure adheres to hours of operation.  Provides contract performance oversight of subcontractor personnel and provides input to Subcontractor quarterly evaluation. Must have Two (2) years of Collective Bargaining experience; familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Leads and directs the work of others. A wide degree of creativity, initiative, and latitude is expected. 

 Duties:

  • Project Manager is on site at least 15 minutes prior to the start of the work day and 10 minutes after the end of a work day.
  • Maintain and develop positive business relationships with customer's key personnel involved in or directly relevant to contract activity.
  • Organizes and plans support of contract activities; ensures delivery of quality services.
  • Directs completion of delivery of services within established timeframes, enforces work standards, and resolves disputes in relation to tasks.
  • Reviews performance data to measure goal achievement and facilitate service improvement.
  • Ensure contract/company policy compliance; confers with organization officials and supported organizations/units; works with COR and Contracting Officer in order to meet goals.
  • Ensures all aspects of the Contract performance work statement is in compliance with the tasks performed by the employees
  • Fully supports ISO and Cost Point procedures; ensures quality procedures/standards are implemented.
  • Ensures compliance with Safety, OSHA and environmental requirements.
  • Oversees physical security and property accountability systems for the project.
  • Directs and coordinates staff functions in support of Yuma Proving Ground.
  • Determines staffing requirements and oversees hiring process and personnel actions.
  • Analyzes mission and work requirements, communicates guidance and work priorities to subordinate managers and supervisors.
  • Ensures effective implementation of installation and company policies; briefs project status to top management.
  • Recommend Metrics for Project Dashboard which support successful execution of PWS task

Qualifications:

  • A Bachelors’ degree in Business Management or similar discipline, Master s degree a plus.
  • Minimum of 5 years’ experience managing installation support activities related to Supply, Transportation and Maintenance Operations
  • 2 Years collective bargaining experience
  • Supervision of 2-60 full time/or part time employees
  • Ability to work in a fast-paced environment while attending to multiple tasks and demands
  • Must be able to communicate effectively with customer(s), direct and indirect staff, supervisory and office personnel
  • Prior Military experience desired
  • Must be able to obtain and maintain Secret Security Clearance
